讲座题目：Protection or production: How OHS 18001 impacts production repurposing in Covid-19?
讲座摘要：Protecting workers from safety hazards is a priority for firms to meet the bottom-line requirement of operations. However, when firms strive for production quota, they often have to trade-off between protecting workers and boosting production. This concern has never been more urgent than in the Covid-19 pandemic, which creates an extraordinary context to revolve around the tension between protection and production. In the time of crisis, many firms spontaneously repurpose their production to amplify the manufacturing of lacking supplies. However, repurposing production in Covid-19 is a risky strategy that poses unforeseen safety hazards for workers. The research addresses an important question: Does the initiative of ensuring worker safety hinder repurposing production in Covid-19? We adopt the OHS 18001 certification as a proxy for workplace safety initiatives and investigate its impact on production repurposing in Covid19. We also explore the boundary conditions, including labor intensity, product proximity, and the number of mask production firms. The finding indicates a negative influence of OHS 18001 on production repurposing. Whereas labor intensity amplifies the effect, product proximity and the number of mask production firms mitigate the impact. Moreover, we find that repurposing production improves firm stock market performance. From the perspective of disaster management, this research reveals the significance of ensuring worker safety in response to the crisis. The findings are also fruitful for policymakers, as well as managers, to give worker safety full considerations even when ramping up production becomes the priority.
