主题：Raising second child 二孩政策
近年来，国家积极倡导合法夫妻生育二胎，并先后提出一系列政策来鼓励民众。在最近的两会上，人大代表罗卫红建议制定《婴幼儿托育保障法》。然而，根据近期的生育率报告以及结婚率报告来看，两者都呈现出明显的下降趋势。其中，结婚率甚至创下的近10年来的最低值。
在你们家中有比你小的弟弟/妹妹吗？国家为什么要提倡二胎？你认为是什么原因造成了生育率以及结婚率的降低？你认为生育二胎的必要条件是什么？你认为二胎政策对于国家的影响体现在哪些地方？你的未来生育观是怎么样的？
In recent years, policy makers were increasingly advocating people to have a second child in addition, and have proposed a series of policies as incentive. In recently held NPC and CPPCC (Two Sessions), representative Luo suggested to promote by legislation. However, both birth rate and marriage rate have seen a decline in recent years, and for the marriage rate in particular.
